Could you tell me the min~max timing values for rise/fall time of the clock signal?

For all bipolar logic families, the upper limit for the rise/fall rate is 15 ns/V. (There is no lower limit.)

So between 10 % and 90 % of V_CC = 5 V, the maximum time is 60 ns.
