Pin 7 of the TLV3502-Q1 is high when PULSER_LR is above 2.48 V.
Pin 6 of the TLV3502-Q1 is high when PULSER_SR is above 2.48 V.

I do not understand your question. What is the problem with this circuit? What do you want to achieve?

One little correct to Clemens answer. There is a fair amount of hysteresis added to this circuit, so the transitions from low to high will occur closer to 2.7V and the high to low transition around 2.4V.
