SN74HC595: Qa to Qh: Active State

I would like to reply the current shift register "MM74HC595" to "SN74HC595" and would like to check two questions about "SN74HC595" this part. 

1. From the pin define, SN74HC595 is a p2p solution to reply MM74HC595. Am I correct? 

2. I would like to know the active state of Qa to Qh. From the reference application in the DS, it seems like Qa to Qh is active high, but MM74HC595 is active low. Please correct me if I am wrong.

    Yes, that is correct. These are both "595" functions from the "HC" logic family, so they should have the same pinout and operation parameters. There will be minor differences between manufacturers (ex: timing specs)

    I'm not sure why you think the output of the ON part is inverted - their block diagram shows that it is not:

    If there is some part of their datasheet that is misleading, you may want to contact them to get that cleared up.
