Can you provide a stable driving current of 20mA to drive the dynamic optocoupler.

    No; the TXB has a drive strength of 0.02 mA.

    If you want to drive an optocoupler, you need some other device, probably from the LVC family. Please specifiy how many signals in each direction you need, and what the voltages are. Also note that most optocouplers need much less than 20 mA.
