I see there is the difference in material used. What exactly means “non-green”?

The difference between these two parts is that one only ships with tin leadframes, and the other ships with some devices on NiPdAu leadrames and others on tin (it depends on the site that manufactures them). Typically this won't impact manufacturing or electrical performance, but there are some applications where our customers have requested only one type of leadframe, and thus the two part numbers exist.
