the SN74ALVC164245DGGR is bi-directional chip, and its been years since we are using it. but recently i found a bug in the design, when i power up the fpga board, the SN74ALVC164245DGGR chip which controls my io rack send a small power up Turing my io on and off again. i tried to add inductor and capacitor to create a delay but its still send the power surge, so can any one help me solve this issue?
