SN74LVC541A: Is 5V on Vcc ok for part?

Is 5V ok to be applied to pin 20 Vcc of SN74LVC541APWR? The recommended is 3.3V, but I see the max rating is 6.5V. So does that mean 5V Vcc is ok? That means the output will be 5V with input 3.3V when chip OE is enabled,

    Yes and no.  Yes you can have 5V on the supply without damaging the device, but no, you can't have 3V on the input without any issues.

    The input needs to be equal to the supply -- this device does not have reduced input thresholds to support a 3V input with a 5V supply.  You could use SN74AHCT541.

    Also note that, while you can technically operate outside the recommended operating conditions, doing so will mean that TI cannot guarantee performance of the device.
