I believe the isolation level you are referring to comes from the application report Logic in Live-Insertion Applications With a Focus on GTLP
In this application report the levels are defined as:
Level 0 - normal device
Level 1 - Partial power down
Level 2 - Hot insertion
Level 3 - Live insertion

For Level 1, a device must include the partial power down feature and specification (Ioff)
For Level 2, a device must include Level 1, the Power-Up 3-State (PU3S) feature and speicfication (Δt/ΔVCC Power-up ramp rate)
For Level 3, a device must include Level 2, the precharged I/O feature and specification (VBIAS pin)

Hopefully this has already answered your question, but to be clear, the SN74LT244B includes both Ioff and Power-Up 3-State support, but not Bias VCC, so it is a Level 2 device.
Additionally, it says "Hot Insertion" on the front page, which is the name of the Level 2 isolation.

The lowest voltage device with the PU3S feature is the SN74ALVTH162827, which can operate down to 2.3V. I don't know of any that can reach 1.8V.
