TXB0104: Please advise on the circuit

Hello,

My customer designed the circuit as below using TXB0104 and SN74LVC07A.

When the operation of the circuit was tested, communication was not performed normally.

Is there a problem with the customer's circuit?

Can the customer use  bidirectional voltage-level shifter TXB0104 with an open-drain output buffer? If not, please explain why.
