CD40110B: Driving 7 Segment LED Displays Directly

I am trying to figure out the most simple way to drive some 7 Segment LEDs, 

I chose the 40110BE because in the datasheet it states that it can source up to 25mA to drive a CC LED display directly. 

However when I measure the current draw on an individual segment when running the displays directly I am getting closer to 80mA and this is causing some of the segments to fail as they are being over driven. 

I can use just a current limiting resistor but as stated before I am trying to make it as simple as I can. 


I am wondering If I am missing something or what does it mean exactly be driving the displays "Directly"
