Is it a must to have the OE pin tied to a pull down resistor?
I am thinking as I don’t have any more GPIO for control, can I pull it up instead to VCCA to be enabled by default?

The datasheet says:
To ensure the high-impedance state during power up or power down, OE should be tied to GND through a pulldown resistor.
If you do not care about the state of the I/O pins during power up or power down, you can tie OE directly to VCCA.
