When VCCB is on and VCCA is off, if signal input to VCCA side I/O A, is there any problem?
When both VCCA and VCCB is on, if VCCA=1.8V while 3.3V signal input to VCCA side I/O A, is there any problem?

There are no problems in either case. This device has the VCC Isolation Feature (see the datasheet) and overvoltage-tolerant inputs (see [FAQ] Can the input voltage (Vi) to my logic device be higher than the supply voltage (Vcc)?).
