TXB0304: Delay from Input to Output

Dear Team,

In Section 6.7 (Switching Characteristics): The 2 columns VCCA and VCCB have similar voltage ranges. Whether it means that 2 sides supply could be same let say 0.9 on VCCA and 0.9 on VCCB? If yes, why the similar voltages needs translation from the same voltage to the same voltage on the other side?, why not directly sent to the other side without incurring any delay?

OR

It means that if one side supply is 0.9V then the other side could be any supply other than 0.9V? Thanks
