SN74LVC1G74: The output of Q/ is the same as the clock input

Hello,I designed a short circuit protection circuit using this chip. The schematic diagram is as follows

And I shorted +24VM and GND to test the functionality. But I find that the trigger can not effective immediately. and then I use an oscilloscope to capture waveforms.

As soon as the circuit is shorted, the output of comparator is high, but the Q/ do not  go low. It`s output is  just 5V higher than CLK, and the waveform is same. About 40ms later, the compatator output a high level again, and the Q/ goes low immediately. the waveform diagram is as follows

the bule one is 24VM, the red one is CLK, the yellow one is Q/

Why the output of Q/ can reach more than 9V and same with the CLK? What's wrong with this design?
