Is there a limit to the power startup time for Vcc?
Please let me know if there is a recommended startup time for Vcc.

There is no maximum time. As long as the supply voltage is below 1.65 V, the device will not be damaged, but is not guaranteed to work correctly. (When the outputs are wrong, the rest of your circuit might get confused.)
