What exactly do you mean with "shift it non linearly"?

Do you want it to output a digital signal, depending on whether the input is above or below a threshold? In that case, use a simple buffer like the SN74AHC16541.

I am looking to input a 0-5v signal and output a 0-5v signal. For example if the input is 0v I want to output 0v but if the input is 5v I want to output 4.8v.

Your explanation is extremely vague - can you give us a clear definition of what you want?

My overall goal is to take a 0-5v analog signal input from a pressure sensor, manipulate the voltage, and output a 0-5v analog signal. The idea is to take the input signal and scale it, for example, if the signal in is 4.8v then I can output 4.7 volts. I need to be able to scale it many different ways. I have recently done this with a velocio plc, but the resolution was not high enough. I am looking for 16bit in and out resolution. The device must also be powered with 5v-12v minimum, can be less, can be more. I hope this clears it up. Thanks.
