There are several level shifters that can support this speed: LSF0102/PCA9306, TCA39306, TXS0102. However, all require V_CCA ≤ V_CCB.

Are the supply voltages really variable?

Based on the customer design needs it looks like no level translating is actually needed since your voltage supplies are the same. Are you looking for an I2C buffer instead of I2C voltage translator?

Actually, Lenovo LCFC RD wants to use one type device to support I2C level shifter and I2C voltage isolate function

The PCA9306/LSF0102 can support speeds much higher than 1 Mbit/s, if the pull-up resistors are strong enough, and if the I²C devices have strong enough drivers for those.

Hi Clemens, thanks for your patience and immediately support. I actually find other vendor's Part number PCA9306, and it seems like they are the same type products with TI solution. 

Just for the last question, Could I please ask do we have solution or specific product to compete with competitor's products: Diodes/PI4ULS5V202 and Onsemi/NLSX4373?  It seems they are the strong one for 2-Bit Bi-directional level shifter.

These are improved versions of the TXS0102/TCA9406 (the TI devices have more restrictions on the supply voltages).
