We need more details of your system to calculate the total power consumption. Please see this [FAQ] How do I Calculate Power Consumption or Current Consumption for my CMOS Logic Device?

Static power consumption can be calculated as follows: Ps= Vcc*Icc(max) = 3.3V * 20µA= 0.066 mW

That value is a leakage current and does not really change with supply voltage.
