SN74LVC8T245: OE_N pin power on

For the SN74LVC8T245 and the other devices in the family, the datasheet states this OE_N pin should be pulled high until both power rails are up. Do I risk damaging the device if I have the OE_N pulled low so it the device is enabled during power up? It looks like there is an Ioff feature to protect against partial power down situations. I’m wondering if that is sufficient protection or if I risk degrading the device by enabling it power up.
