SN74LVC1G17: Driving Input before Powering Vcc

Hi Team,

Would it be safe to externally drive the input of SN74LVC1G17 to 3.3V when VCC is not supplied (VCC = 0V)? Our customer is concerned about permanent device damage from the case where the input voltage is > 0 when Vcc = 0, or possible latch-up if the input voltage is driven "high" to 3.3V and then Vcc is subsequently applied.

In this case where the input is driven high before VCC is applied, will the device operate properly and within its specifications? Thanks in advance!
