I'd like to know if the TXB0108 has ESD protection on the VCCA and VCCB pins

This would not make sense. ESD protection works by shunting the discharge current into the power supply rails, where it will be eaten by the decoupling capacitor(s).

According to section 6.2 of the datasheet, all pins of the TXB0108 have die-level ESD protection.
