In the AMR section, the maximum voltage for the output pins is 6.5v.
Is this valid for any Vcc voltage? Usually this parameter is dependant on Vcc (Vcc+0.5v for example).

if an input is specd at Vcc +.5V then it usually means there is a clamp diode on that input.
For inputs that are overvoltage tolerant there will be a max spec usually a little above Vcc. These will not have clam diodes to vcc.
Most outputs are specd at Vcc+.5V. The exception to this is open drain or open colector outputs. Since these outputs are designed to be pulled higher than Vcc they will have a limit slightly above Vcc.
This part tis over voltage tolerant and open drain. The I/O's can go above Vcc.
