I received a question from the customer,

Is there any problem if there is a time difference (a few seconds to a dozen seconds) between VCC2 applied to pin 6 and pin 4?

You can apply a voltage to an I/O pin that is powered down.

But a powered-up I/O pin should always have a valid voltage. If the input signal might be floating, add a weak pull-up or -down resistor.

Thanks to the support. So, does the timing of applying voltage to pins 4 and 6 not have to be the same?

If the device connected to pin 4 is powered up first, then there is no problem.
If pin 6 is powered up first, then you must ensure that pin 4 is not floating.
