Date Sheet of CD74HC7046A/CD74HCT7046A mentions minimum center frequency of 12MHz. It also mentions "For a frequency range of 100kHz to 10MHz, the lock detector capacitor should be 1000pF to 10pF, respectively." So can I use this IC to detect a signal of 107kHz ?

    Please take note of the specific conditions under which 12MHz is the minimum frequency. This is not the absolute minimum frequency that the device supports - but is showing you the range of frequencies you may get from the selected conditions.
