SN74LVC16373A: ESD performance without ESD protection diode

Hi Experts,

This device supports IO tolerant so I am guessing there is no clamp diode. I am also refering to below link.

On the other hand, the ddatasheet says as below ESD performance.

Is it common standard that this kind of 5V tolerant logic not supporting clamp dide can have above ESD performance?

There is the equivalent of a Zener diode between the inputs and GND. But it breaks down at voltages much higher than 6.5 V, so there is no protection against voltages above 6.5 V that last longer than an ESD event.
