Q1）

Could you please provide data on the 0.1V variation and individual differences for the areas highlighted in yellow in VOH and VOL? Even if it is just reference data, it would be helpful.

Q2)

Do you have any figure for VOH/VOL vs IOH/IOL at each Vcc such as 1.65V or 3.3V or 4.5V etc?

1. MOSFETs behave much like resistors, i.e., when the output current is near zero, the voltage drop is near zero. That 0.1 V maximum value is generously rounded, and I guess it's just too hard to measure.

2. The typical curves can be seen in these app notes: I/O Characteristics at 5 V, I/O Characteristics at 3.3 V, I/O Characteristics at 2.5 V. (LV1T has the same output characteristics as AHC.)

Can I simulate VI characteristics with this?

Yes, the IBIS model allows to simulate the behaviour of the inputs and outputs. But it does not show the worst-case behaviour of the datasheet.

No this is not documented (let alone guaranteed) anywhere. The information in those app notes is all you have.
