TXB0102: OUTPUT Buffer

I received a question from a customer following this thread.

Customer Question

 In my understanding, OE-pin disables output buffers.
 But, your answer shows output driver always drives input/output-pin.
 Refer to 8.2 Functional Block Diagram in TXB0102 Datasheet,
 Grounding OE-pin makes input/output-pin floating.
 Let me know, my understanding is correct or not.
