as below schematic is workable?

Sould I OE pin connect to MCU GPIO and pull down to GND?

also i confused about Transceiver and level shift is mean same parts? or different parts?

if any, Please advise me.

What to do with the OE pins depends on when you want the device to be enabled.

The TXS is not a transceiver; it is a passive switch that works as a level shifter.

The TXS is bidirectional. For two unidirectional signals, the TXU0202 would work better.

(1) Is TXS0102 a Voltage-Level Translator, and also called level shifter？

(2) Is the schematic workable if we want to enable TXS0102 permanently?

Yes, voltage translator and level shifter have the same meaning.

Tying OE to V_CC (with or without a resistor) is OK.
