What issue will occur if /SRCLR timing requirements are violated?
My customer is also asking for CD74HC595 if the answer is deferent from SN74HC595, please let me know.

/SRCLR clears the shift register. RCLK copies the shift register to the output register. When the set-up time is violated, the shift register might not yet have been cleared, i.e., the output might still show the previous value of the shift register.
The SN and CD devices have the same requirements. I am not a TI employee, so I cannot confirm or deny that the SN74HC595 and CD74HC595 use the same die.
