I am looking to verify that, with VCCA = 3.3v and VCCB = 5.0v, a 3.3v input on B will be a sufficient and reliable HIGH level. My goal is to interface this input to a 5.0v or a 3.3v drive level and have it work reliably. I suspect that, for VCCB = 5.0v, the Vih(min) would be 1.8v but I dont see that specified in the datasheet.

3.25v is a bit too marginal for my comfort. On to another solution....
