What are the test conditions, i.e., the voltages at all input pins?

ICC test, test condition, Vcc=6V, input pin 0V
When functional testing, test conditions. Input low voltage 1.8 Input high voltage 4.2, output low voltage 0.1, output high voltage 5.9
Input leakage test, test conditions, power supply voltage 6V, input voltage 6V
