Can you elaborate on what you mean by RVE: A and RVE: H? This isn't a standard that TI uses I believe.

The difference I have found between these two devices is that the "REV: A" has an SN leadframe while "REV: H" has a NIPDAU leadframe.

Can you explain a bit more on what the failures you are seeing are?  

The chip fails at low temperature and can not work normally

This time, 122 units were produced using version A, and the leds of these units would light up abnormally; After changing to version H, all leds return to normal indication.

This is typically caused by wrong pulses on the clock signal.

Can you show an oscilloscope trace of the control inputs, especially the clock signal? Is there noise, or are the edges slow? (In the latter case, try replacing it with the SN74HCS164, which has Schmitt-trigger inputs.)

Different die revisions have different sensitivities to edges that are slower than the specified Δt/Δv limit.

If the problem is caused by edges that violate the Δt/Δv limit, then the HCS device will help.

However, when we purchase materials, your company does not control these revisions, so your differences should not affect our use. Do you have any description of these differences in your specifications?

The new die was announced in PCN#20210315003.1. The specifications guaranteed by the datasheet did not change.
