Can you help to clarify your question? Are you asking if having a 10K resistor is OK for this device? Or where are you getting this 300 Ohm value?

The R414 is the 10Kohm, and the 300ohm is measuere from pin1 to DGND, thanks.
At least one of the three components (R414, C148, IC29) is damaged. You have to desolder them to find out which one.
The most likely cause would be overvoltage.
