Which software tools can be used to develop a programming file for the PAL16R8?

For similar programmable-logic-arrays, I have used WINCUPL to produce JEDEC files and used a universal programmer to load the files onto the device.

Is the process similar for these devices? Which programmers support these devices?

Nowadays, these PAL devices are sold only for legacy applications.

As far as I know, DataIO and BPM Microsystems make programmers that support them.

Clemens, thank you for listing those programmers. I am going to move away from this device mainly due to the high current draw from TTL. (Looking to stay under 100mA) I have been developing with PALs, GALs, and other PLDs. I am trying to find something small that has the capacity for 1 D-flip-flop, 2 SR latches, 5 inverters, 7 logic gates, and 3 tri-state buffers. Right now my best candidate is the ATF750C.

Are there any other CMOS PLDs that could perform this function?

Hey Jacob,

Unfortunately, we don't have anything that fits your needs. As Clemens mentioned, PALs aren't necessarily recommended for new designs.
