I have a question about 74F245's input circuit

HI:

I use a IC with 74F245,  the Enable and DIR 's pin connet to GND .

Then  in the input pin series a 100k 's  resistance.

when I input a LO message  the 74F245's input pin have about 1.5V   .

If I change  the resistance  from 100kR  to 100R , the 74F245's input pin have a  0V.

I want to know what   different  series  resistance   will have   different  input    voltage?
