SN74LVC1G14: Strange output delay

Hello,

While testing this component, we found a very strange issue. The input is 0V constant (pulled-down to GND by a 100k resistor), but it takes the output around 700ms to go HIGH after the supply is connected. In the following images you can see the circuit and the measurements with the oscilloscope: 

  

The yellow waveform is the VCC and the blue waveform is the output (Y - pin 4 of U24). When the VCC comes up, we see a small glitch in the output, which we could eliminate by implementing the Schmitt trigger configuration proposed in the datasheet. However, the problem is that the output doesn't go HIGH until 700ms after the supply is present. Since the input is pulled down to GND, it should go immediately HIGH, right?
