SN74LVCH244A: How to avoid external pull-down resistors

my customer is using LVC244 in a design. They do not have pull-down resistors and would like to avoid that redesign.
The idea was to use LVCH244 with bus hold function. However, testing the design, it turns out that about 50% of the outputs are at 5V.

I guess the bus hold function does not eliminate the need for pull-downs as described in app note https://www.ti.com/lit/an/scla015b/scla015b.pdf page 14? (“Hold circuits have an inherent tendency to generate at a low level when the supply voltage is switched on.“)
Can you think of another way to avoid adding pull-down resistors?
