Can we use this part as buffer,  by connecting Vref_A and Vref_B  at the same voltage level?

    No; this device is just a passive switch. If the two supplies are the same, it behaves just like a simple switch like the SN74LVC2G66-Q1.

    There are buffers for unidirection signals (e.g., SN74LVC2G17-Q1), or for slow, bidirectional signals (TCA9517-Q1).
