1. VCCA和VCCB都没有电的时候，B1和B2都有电压（外部其他电路板上的IO连过来的），SN74LXC2T45能否承受。

1. The absolute maximum ratings allow this.

2. If the output impedance of the device is smaller than the trace's characteristic impedance, then you can indeed get ringing. The most common way to solve this is a source termination resistor; see [FAQ] What happens when I connect a logic device's output to a 50 ohm transmission line?

The MAX rating of Vi in 6.1 of datasheet is 6.5V. Do you mean the device can "suffer" up to 6.5V when VCCA=VCCB=0V?
