SN74AUP2G04: Input is at 3.3V but no Vcc or gnd connected.

Is it safe to say that the 74AUP2G04 inverter can withstand an input voltage of 3.3 indefinitely with open power pins, in other words I'd like to know that even if the ground pins are completely open then the device is okay to have 3.3V at either or both of its inputs.  Likewise, if VCC is completely open, very high impedance, and 3.3V is applied indefinitely to either or both the inputs and then once VCC is returned to the device it will operate normally.
