For the TXS102, the datasheet says, "The output-enable (OE) input circuit is designed so that it is supplied by VCCA." If my VCCA = 2.5V and VCCB = 3.3V, is it OK to tie OE pin to VCCB?

Clemens, thanks for your feedback. The datasheet recommended operating table does have this:
Notice, the OE input shows a max of 5.5V which corresponds to the VCCB voltage. While I don't like making assumptions, I think the inference can be made that it is OK to tie OE to the VCCB rail.

That is correct, the OE pin of this device can be tied to VCCB since it is overvoltage- tolerant (explained further in the FAQ that Clemens' has referenced), but the logic of the OE pin is still referenced to the voltage levels of VCCA.
