Hi Ramasamy,
The PCA9306 is actually a bi-directional switch, not a buffer device, and so it doesn't have its own VIH, VIL, VOH, VOL thresholds. You'll need to determine these thresholds based on the master/slave devices on either side of this device as a function of the "on" resistance of the switch. For example, if the VOL,max of the driving device is 0.4V at 4mA IOL, then the new VOL,max will be 0.4+0.004*7=0.428V.
