I just want to confirm, for SN74LVC2G17-Q1, the 32mA maximum input/output current is per channel, correct? It is not the total of all channels combined?

Yes, it's per channel.

The total current is limited only by the absolute maximum rating for the continuous current through V_CC or GND.

What is the difference between continuous output current and continuous current through Vcc or GND in the absolute maximums table?

All these limits are per pin. But there is only one V_CC or GND pin, so the latter are a limit on the total output current.
