I need internal building blocks of above mentioned product  to analysis failure in my design.In such a condition VCCA supply connected and  VCCB not connected to any supply rail,input side controls are available,what will the output.

    The datasheet says:

    This device is fully specified for partial-power-down applications using I off. The I off circuitry disables the outputs, preventing damaging current backflow through the device when it is powered down. The VCC isolation feature ensures that if either VCC input is at GND, all outputs are in the high-impedance state.
