One more question, when VCC = 0V, and Input voltage is 3V or 5V. With this condition, does device work normally? Or is it risky?
Yes, ABT input are overvoltage tolerant. See [FAQ] Can the input voltage (Vi) to my logic device be higher than the supply voltage (Vcc)?
When VCC = 0 V, larger input voltages are allowed by the absolute maximum ratings. No current will flow, and the device will not power up.
