i am validating an IBIS model of below part which is Open drain type

i am getting warning ftom IBIS parser test that is - Model 'LVC1G07_OUT_33': MAX VI curves cannot drive through Vmeas=1.5V
given load Rref=500 Ohms to Vref=0V
According to IBIS Quality specification For Open-drain models [Model] or [Model Spec] Vref must be above Vmeas, and it is usually set to the [Pullup Reference] voltage.
But in IBIS model file of given model Vref is 0
can you please explain the reason behind this or any quality report of this model is there ?
