1.2 V is allowed, 1.199 V is not. So to be safe, you should use at least a 1.25 V supply. Or just use the SN74AXC4T245.

For any device, if the datasheet says that the minimum is exactly 1.2 V, then 1.199 V is not guaranteed.

You should use the AXC alternatives.
