We have a situation where VCCA will always be present and VCCB will not be. In that situation, will there be any functional impact on the chip, such as device damage?
The device will not be damaged.
But a current can flow into VCCA and out of VCCB (see the Biasing Requirements for TXS, TXB, and LSF Auto-Bidirectional Translators application note); your circuit must be able to tolerate this.
