No, PCN #20240902000.0 does not affect this part. EP parts would be listed separately from catalog parts if there was a PCN. Also, looking at it, this PCN looks like a datasheet update, and EP parts have their own datasheets..

Yes, the SN74ACT74MDREP is an EP part. It uses a different datasheet than the SN74ACT74.
