The TXS is a passive switch. Any I/O pin can go low only when an external device pulls it low.
The OE pin is a high-impedance input. The noise on the waveform is caused by the power supply. (And OE is overvoltage tolerant; it does not matter whether you use 1.8 V or 3.3 V.)
